交通运输部部长杨传堂2012年12月31日主持召开部务会，研究《交通运输部关于进一步加强安全生产工作的意见（送审稿）》，决定将其作为今年部1号文件下发。会议还审议通过《部2012年立法计划完成情况总结及2013年立法计划编制情况的报告》、《道路危险货物运输管理规定（送审修改稿）》和《快递市场管理办法（送审修改稿）》等事项。

　　会议审议通过《快递市场管理办法（送审修改稿）》（简称《办法》）。会议认为，近年来我国快递市场发展迅猛，进一步完善快递市场管理办法，有助于提升快递服务水平，更好地促进快递业健康发展。《办法》补充了管理主体，明确省级以下邮政管理机构对快递市场实施监督管理的职责；规定经营快递业务的企业不得超越经营许可范围和地域范围；对开展快递加盟行为的双方资质、权利义务关系等内容进行了规范。同时，《办法》还针对当前社会反映强烈的野蛮分拣、随意处理无着邮件等行为明确了行为规范和法律责任。
