　　冯正霖指出，2012年部职业资格工作服务管理创新有新认识、服务安全发展有新成效、服务人才保障有新举措。今后要加强从业人员动态管理，以职业资格为抓手，建立和实施注册管理制度，实现对从业人员的“进、管、出”等动态管理。抓紧开展机动车检测维修从业人员职业资格证书初始登记和标识管理工作，加快建立以从业人员职业资格证书为信誉保障的机动车维修品牌店。要引导从业人员自律管理，建立关键岗位从业人员的从业管理制度和从业情况备案制度，不断加强守信激励、失信惩戒和职业资格退出机制建设。要提高从业人员职业地位和素质，大力推进职业资格制度与企业开业条件、信用等级评价、企业资质、用人和薪酬制度相衔接，加快建立和实施继续教育制度。
