根据保安等级安排值班，保证值班船员休息，船员值班前四小时内禁止饮酒……修订后的《中华人民共和国海船船员值班规则》（以下简称《值班规则》）将于2月1日起实施，在加强船舶保安值班、保障船员休息时间、防止船员酗酒和滥用药物等方面进行了细化。

　　根据修订后的《值班规则》，航运公司及船长应当采取有效措施防止船员疲劳操作，负责值班的船员以及被指定承担安全、防污染和保安职责的船员休息时间应当满足以下要求：任何24小时内不少于10小时；任何7天内不少于77小时；任何24小时内的休息时间可以分为不超过2个时间段，其中一个时间段至少要有6小时，连续休息时间段之间的间隔不应当超过14小时。船员处于待命情况下，因被派去工作而中断了正常休息时间的，应当给予补休。

　　船员不得酗酒或服用可能导致不能安全值班的药物。值班人员在值班前四小时内禁止饮酒，且值班期间血液酒精浓度不高于0.05%或呼吸中酒精浓度不高于0.25mg/L。航运公司应当制定相应的措施防止船员酗酒和滥用药物。船员履行值班职责或者有关安全、防污染和保安值班职责的能力受到药物或酒精的影响时，不得安排其值班。
