　　交通运输部水运局局长宋德星表示，要完成这个总任务，一是推进水运发展新战略，加快推进海运发展上升为国家战略，深入实施内河水运发展的国家战略，深化“优港口”内涵、调查研究港口发展战略的政策储备。二是促进水运经济新发展。研究制定邮轮、游艇发展的指导意见，加快上海、天津、大连国际航运中心和重庆长江上游、武汉长江中游航运中心建设，加快推进“十二五”水运结构调整示范项目，大力推进集装箱铁水联运示范项目等工作。三是推动出台水运新法律。四是构建水运信息化新平台，推进水运信息综合平台建设。五是强化水运行业新管理，树立务实创新的管理理念。
