在突发事件现场，若电力和公网通信中断，用对讲机通过海事卫星可迅速与异地指挥人员的手机、座机取得联系，这是西部交通建设科技项目“公路交通应急救援关键技术及成套装备研究”的重要成果之一。日前，该项目通过了鉴定验收，专家们一致认为研究成果达到了国内领先水平。

　　此项目由中国交通通信信息中心牵头，交通运输部科学研究院和河南高远公路养护设备股份公司参与。项目研发的基于卫星链路的多通道语音融合技术，可实现应急现场与后方指挥机构互联互通，对多种通信接入实现有效控制与调度。应急通信装备可依托卫星通信链路，在电力丧失、公网中断时，使用多种应急补充电源，满足应急文传、数据及语音通信需求。

　　在验收现场，记者看到了一系列应急车辆，具有通信、临时供电、水处理、炊事、清洗、宿营、救援维修、破冰除雪等功能，是应急指挥、抢险救援、后勤保障类成套装备，可满足地震、冰雪、泥石流等不同种类、不同程度灾害的应急救援需要。
