  中新网9月11日电 据卫生部网站消息,卫生部日前发布贯彻落实国务院关于加强食品安全工作的决定的通知。通知要求,加快食品安全风险监测、评估和预警体系建设,做好食品安全事故应急准备与处置工作

  一是组织实施《食品安全国家标准“十二五”规划》,加快现行食品相关标准清理整合进程,到2015年建立基本符合我国国情、与产业发展和食品安全监管工作相适应的食品安全国家标准体系。同时,进一步完善标准管理体制,改进食品安全国家标准审评制度和工作程序。各省级卫生行政部门抓好食品安全地方标准制定、食品安全企业标准备案和标准跟踪评价工作。

  二是加快食品安全风险监测、评估和预警体系建设。到“十二五”末期建立起覆盖省、市(地)、县三级并逐步延伸到社区、乡村的食品安全风险监测体系,食品污染物和有害因素监测范围覆盖到所有县级行政区域,每个县级行政区域至少设置一个食源性疾病监测网络哨点医院。各省级卫生行政部门会同相关部门统一制定实施本行政区域的食品安全风险监测实施方案。国家食品安全风险评估中心建立统一的国家食品安全风险监测数据库和部门间信息共享平台。

  地方各级卫生行政部门依托医疗机构和疾病预防控制机构建立完善食源性疾病监测网络和报告体系。中国疾病预防控制中心、国家食品安全风险评估中心利用现有传染病和突发公共卫生事件报告网络资源,健全全国食源性疾病监测网络和报告体系。加强国家级、区域性和省级评估技术支撑机构建设,充实专业技术力量。各省级卫生行政部门组织做好本行政区域内的食品安全风险评估预警工作。国家食品安全风险评估中心要加快软硬件建设。

  三是认真做好食品安全事故应急准备与处置工作。地方各级卫生行政部门制订完善本级本部门食品安全事故应急预案,明确辖区内相关医疗卫生机构事故应急工作职责,加强事故流行病学调查与应急专家队伍建设。强化省、市、县三级疾病预防控制机构食品安全事故流行病学调查队伍和医疗机构应急救治队伍标准化配备,强化应急装备和应急物资储备。加强食品安全事故流行病学调查和卫生处理工作,做好相关医疗救治工作。
