　　新修订的管理办法进一步严格了申请人资质条件，包括生产加工的条件，原料基地的建设，质量管理水平和承担责任的能力，也提高了产品受理的条件，其在符合食品安全法和农产品质量安全法等法律法规的前提之下，要求产地的环境、投入品使用，产品质量，包装储运等都必须严格来执行绿色食品标识。

　　管理办法还规定，县级以上地方人民政府、农业行政主管部门要依法负责对辖区内的绿色食品产地环境、产品质量、包装标识，包括标志使用等实施严格的监督管理来确保产品质量。同时还规定和构建了绿色食品企业年检产品抽检，风险防范应急处置和退出公告等等监督检查制度。(记者杨超）
