　　孔灵芝指出，当前，中国老年卫生工作主要存在的两个问题：一是中国人口老龄化进程加快、老龄人口基数大、高龄老年人多，慢性疾病患病率高，整体上带病生存时间长。我们面临着不断增长的老年人医疗卫生服务需求与保障服务能力不相适应的严峻挑战。二是我国老年卫生政策和措施还不够完善，针对老年人特点的专业化医疗卫生服务尚未形成，各级各类医疗卫生机构的老年卫生服务能力有待提高。
