河南洛阳市法制办近日公布了《洛阳市控制吸烟规定》(征求意见稿)，规定在禁止吸烟场所吸烟且不听劝阻的，由卫生行政部门对当事人处以50元罚款；禁止吸烟场所的经营者或者管理者违反相关规定，最高可处3万元以下罚款。

　　《规定》显示，洛阳市所有经营类、服务类公共场所和国家机关、企业、事业单位、社会组织与团体的工作场所室内禁止吸烟；各级妇幼保健机构(站、院、所)、儿童医院，以未成年人为主要活动人群的公共场所等禁止吸烟；公共交通工具的室外售票场所、等候区域，健身场、体育场的室外运动区、比赛区和坐席区等场所禁止吸烟。另外，公共交通工具，如公交车、出租车内也禁止吸烟。

　　为保证禁烟效果，《规定》要求，各级行政、事业部门负责本系统内控制吸烟工作的管理。对不履行职责的经营者或者管理者，任何人都有权向有关行政管理部门举报、投诉。
