　　记者从11月26日召开的全省基层中医药服务能力提升工程启动工作会上了解到，由省中医药管理局、省卫生厅、省人力资源和社会保障厅、食品药品监管局、成都军区联勤部卫生部联合制定出台的 《关于实施四川省基层中医药服务能力提升工程的意见》，对我省基层中医药事业的发展提出了具体目标和要求。到2015年，我省100%的社区卫生服务中心、95%的卫生院、65%的村卫生室能够提供中医药服务。

　　《意见》要求，在新农合、城镇基本医疗保险中提高中医药费用报销比例5%-10%，鼓励更多群众选择中医药进行治疗。将针灸和治疗性推拿等中医非药物诊疗技术纳入新农合报销范围，引导应用中医药适宜技术。将符合条件的医疗机构中药制剂、针灸及治疗性推拿等中医非药物诊疗技术纳入基本医疗保险范围。所有县市区按照基本药物制度要求，为所有的基层医疗卫生机构配备必要的中药饮片和中成药品种。

　　加强县级中医院基本条件建设、中医重点、特色专科建设和信息化建设，到2015年70%的县级中医院达到二级甲等中医医院水平，每个县级中医院特色专科不少于4个。县级中医院中医类别医师比例不低于60%，门诊中药处方量占总处方量比例不低于60%。95%的社区卫生服务中心和所有中心乡镇卫生院建成中医药综合服务区。

　　《意见》要求，培训县级中医临床技术骨干1000人次，建立农村中医药知识与技能培训基地，基地每年对乡村医生中医药知识培训覆盖面达90%以上。鼓励基层中医药人员进行学历教育，使通过学历教育达到中医药大专或中专学历的基层中医药人员到2015年达2万人以上。
