中新网12月21日电 据卫生部网站消息，卫生部办公厅日前发布关于规范健康体检应用放射检查技术的通知。通知要求，医疗机构制定《健康体检项目目录》时，应当针对不同人群科学制定放射检查项目，不得将放射检查列入对儿童及婴幼儿的健康体检项目。

　　通知指出，医疗机构应当制定放射检查质量保证方案和管理制度，确保放射检查的设备、人员和技术等方面符合国家相关法规、标准和规范的要求。

　　通知提出，健康体检应用放射检查技术必须遵循正当性和防护最优化原则，在保证诊断影像质量的前提下，尽可能降低受照剂量，严格控制使用剂量较大、风险较高的放射检查技术。

　　通知提到，健康体检应用放射检查技术应当事先在体检方案或体检表中告知受检者该项检查的目的和风险。严格控制放射检查频次和受照剂量，一般每年在健康体检中应用放射检查技术不超过1次。

　　健康体检应当优先使用普通X线摄影、CR(计算机X线摄影)；有条件的地区，推荐使用DR(数字X线摄影)取代普通X线摄影和CR检查。健康体检不得使用直接荧光屏透视；除非有明确的疾病风险指征(如年龄在50周岁以上并且长期大量吸烟、心血管疾病风险评估为中高风险等)，否则不宜使用CT(计算机断层扫描装置)；不得使用PET(正电子发射断层显像装置)、PET/CT、SPECT(单光子发射计算机断层显像装置)和SPECT/CT。

Healthy check-up shall give priority to use normal X-ray photography/CR(Computer X-ray photography);Conditional area,Recommended DR(Digital X-ray photography)In place of a normal X-ray photography and CR inspection.Physical examination shall not use direct screen perspective;Unless there is a specific disease risk indications(Such as age in fifty years old and above and smoking a large amount for a long time/Cardiovascular disease risk assessment for high risk, etc),Otherwise unfavorable use CT(Computed tomography (ct) scanning device);Shall not use PET(Positron emission tomography imaging device)/PET/CT/spect(Single photon emission computed tomography imaging device)And spect/CT.

　　通知要求，医疗机构应当为受检者配备必要的放射防护用品，对非投照部位采取必要的防护措施；严格控制照射野范围，避免邻近照射野的敏感器官或组织受到直接照射；对育龄妇女腹部或骨盆进行X线检查前，应当确定其是否怀孕，不得对孕妇进行腹部或骨盆放射影像检查。检查中除受检者本人外，不得允许其他人员留在机房内，当受检者需要扶携或近身护理时，对扶携和护理者也应采取相应的防护措施。
