据中国之声《全国新闻联播》报道有数据显示，近年来我国每年新增失独家庭7.6万个，失独家庭以及双独家庭养老问题日益严峻。有关专家建议：通过立法建立计划生育家庭老年人扶助制度，完善社区养老服务。

　　如何从法律层面加强对计划生育家庭老年人的扶助保障，正在提交全国人大常委会审议的老年人权益保障法修订草案增加了相关规定。全国人大法律委员会主任委员胡康生在向全国人大常委会作报告时说：
