上海实现“医教结合”服务全覆盖 残疾儿童都有个人档案 Shanghai realize"YiJiao combined with"A complete coverage of services for disabled children have personal file

　　本市已实现了医教结合服务全覆盖，为每一个残疾儿童建立了个人档案，记录其接受随访、康复、教育等各种医教结合服务的过程。这是记者上午从国家教育体制改革试点项目“推进医教结合，提高特殊教育水平”课题成果鉴定会上获得的信息。

　　目前，本市已建立以特殊教育班和随班就读为主体，以送教上门为补充，从学前教育到高等教育互相衔接、普特融合的特殊教育体系。这一课题于2010年启动，经过两年推行，本市已构建了特殊教育机构、医教结合行政管理体系、医教结合专业服务体系和医教结合支持保障体系四位一体的特殊教育医教结合管理系统。2006年至2011年，市、区县两级财政共投入特教专项经费4.57亿元。

　　市教委、市卫生局、市残联联合建设的《上海市特殊教育信息通报系统》上午启动，利用现代信息技术，整合教育、卫生、残联等部门关于残疾儿童发生、干预、教育、康复等信息，形成较完整、准确、可靠的、全市统一的残疾儿童、青少年信息档案数据管理系统。副市长沈晓明出席会议并讲话。(记者 陆梓华 特约通讯员 焦苇)
