　　2012年，新民市被确定为沈阳市唯一一家县级公立医院综合改革试点县份，新民市人民医院成为首家试点单位。新民市为此成立了县级公立医院综合改革领导小组，并制定完成了《新民市县级公立医院实施国家基本药物制度的工作意见(试行)》和《新民市县域总控药品目录(试行)》。与此同时，沈阳市各相关部门积极行动，沈阳市卫生局全程参与，具体指导完成了《新民市县级公立医院综合改革试点工作实施方案(试行)》的制定；沈阳市物价局、人社局、财政局、药监局等先后出台配套改革方案和保障措施。此外，分配激励机制改革方案4个配套文件子方案也已准备就绪。
