　　意见称，要鼓励非政府办基层医疗卫生机构使用基本药物。在没有政府办基层医疗卫生机构的乡镇和社区，采取政府购买服务方式落实基本药物制度，确保每个乡镇、社区都有实施基本药物制度的基层医疗卫生机构。政府购买服务的范围、内容等，由各地结合实际确定。将符合条件的非政府办基层医疗卫生机构纳入基本医保定点，对其提供的基本公共卫生服务给予足额补偿。农垦、林业等系统和国有企事业单位(含公立医院)所属基层医疗卫生机构实施基本药物制度后，可参照执行政府办基层医疗卫生机构政策，具体办法另行制定。
