中新网3月1日电 据中国政府网消息，国务院办公厅日前下发《关于建立疾病应急救助制度的指导意见》。意见提出，疾病应急救助基金使用、救助的具体事例、费用以及审计报告等向社会公示，接受社会监督。

　　意见指出，疾病应急救助基金由当地卫生部门管理，具体由地方政府确定。基金管理遵循公开、透明、专业化、规范化的原则，管理办法由卫生部门商财政部门制定。

　　意见明确，成立由当地政府卫生、财政部门组织，有关部门代表、人大代表、政协委员、医学专家、捐赠人、媒体人士等参加的基金监督委员会，负责审议疾病应急救助基金的管理制度及财务预决算等重大事项、监督基金运行等。
