中新网3月1日电 据中国政府网消息，国务院办公厅日前下发《关于建立疾病应急救助制度的指导意见》，意见要求，分级设立疾病应急救助基金，以在中国境内发生急重危伤病、需要急救但身份不明确或无力支付相应费用的患者为救助对象，此外，意见还明确了救助基金支付范围，不得用于支付有负担能力但拒绝付费患者的急救医疗费用。

　　意见还明确救助基金支付范围，即无法查明身份患者所发生的急救费用及身份明确但无力缴费的患者所拖欠的急救费用。先由责任人、工伤保险和基本医疗保险等各类保险、公共卫生经费，以及医疗救助基金、道路交通事故社会救助基金等渠道支付。无上述渠道或上述渠道费用支付有缺口，由疾病应急救助基金给予补助。疾病应急救助基金不得用于支付有负担能力但拒绝付费患者的急救医疗费用。
