8月6日至11日，民航华北地区管理局在内蒙古呼和浩特召开民航华北地区国内航空公司航班时刻管理征求意见会，对一系列航班时刻优化措施进行深入研讨，完善航班时刻管理阳光工程系统运行程序，进一步提高民航华北地区航班时刻精细化管理水平。

　　民航华北局表示，在首都机场航班时刻编排优化方面将采取四项措施。一是严格执行标准，坚决控制总量。将首都机场高峰小时航班计划时刻容量由历史个别时段最高值的94架次，严格控制在现行86架次容量标准以内。二是信息公开透明，提高时刻效率。通过航班时刻管理阳光工程系统，国内各航空公司均可实时查询华北地区各协调机场计划时刻，并提交时刻申请；通过系统的实时监控功能，建立航班时刻主动归还和重新分配机制，提高时刻资源使用效率。三是突破工作难点，实现精细管理。对首都机场与国内25个干线机场每日早中晚部分往返航班时刻进行优化固定；对延安、井冈山等20条红色旅游城市独飞航线航班时刻进行绑定；对呼和浩特、太原、长春、西宁等区域枢纽航线时刻进行优化调整，并按时段进行限定。四是在首都机场时刻容量完全饱和的形势下，按照外航航班时刻优先协调原则，鼓励国内各航空公司与外航及港澳台航空公司在互惠互利的前提下开展时刻置换，满足部分外航新增时刻需求。
