  交通运输部组织实施的国家科技支撑计划“国家海上应急搜救系统工程关键技术研究及应用示范”项目攻克了一系列重大技术难题,在海上应急搜救成套技术、专业装备、标准规范、示范应用等方面取得了丰硕成果,为全面提升我国海上应急搜救水平和政府公共服务能力提供了重要技术保障。该项目于9月5日通过了科技部的验收。

  为更好地履行职责,交通运输部依托国家海上应急搜救系统工程建设,报科技部立项并于2009年7月开始实施国家科技支撑计划项目“国家海上应急搜救系统工程关键技术研究及应用示范”。

  交通运输部充分调动行业内外优质资源,精心组织联合攻关,攻克了海量异构的海上综合信息融合、海上遇险调度指挥、海上遇险快速定位、海上遇险目标快速接近等四项关键技术,研发了海上应急搜救数据交换监控平台和基础信息服务平台、海上遇险调度指挥通信整合系统、落水人员主动求救系统、水下高清晰成像及精确定位系统、国家海上搜救应急指挥系统和海上搜救机器视觉增强系统,并制定了海上应急指挥数据交换交通运输行业标准和技术规范,编制了《海上搜救指挥手册》,提高了应急搜救指挥工作效率,申请了国家专利16项(已授权1项),获得软件著作权10项,发表学术论文34篇。

  该项目成果已经在中国海上搜救中心、山东省海上搜救中心和东海救助局进行了良好的示范应用,为实现海上应急搜救“看得见、叫得通、指挥有效”提供了重要保障。项目研发的软件系统为海事、救捞等部门的接警管理、日常值班、应急信息管理、统计分析等应急搜救工作提供了有力支撑。此外,水下高清晰成像系统还为沉船探测、考古等水下目标大范围搜寻提供了技术保障,落水人员主动求救系统已在海军、石油勘查、渔业等领域有效应用,产业化发展前景广阔。
