近日，交通运输部印发《关于加快推进公路路面材料循环利用工作的指导意见》（简称《意见》），进一步促进公路交通事业可持续发展，加快构建资源节约型、环境友好型公路交通行业。

　　根据《意见》，到“十二五”末，全国将基本实现公路路面旧料“零废弃”，路面旧料回收率（含回收和就地利用）达到95%以上，循环利用率（含回收再利用和就地利用）达到50%以上，其中东、中、西部分别达到60%以上、50%以上、40%以上。到2020年，全国公路路面旧料循环利用率达到90%以上。

　　《意见》要求，各省（区、市）交通运输主管部门要科学制定公路路面材料循环利用工作方案，加强路面旧料回收管理，充分发挥市场机制作用，积极引导和支持路面旧料回收站点建设；积极引导并大力推广公路路面材料循环利用技术，加强工程设计源头管理；强化施工过程管理，确保路面材料循环利用工程的施工质量。
