《交通运输部关于海峡两岸海上直航发展政策措施的公告》（简称《公告》）于10月9日印发。《公告》指出，为保护公平竞争，从根本上遏制“零运价”、“负运价”等恶性杀价竞争行为，决定建立并实施两岸集装箱班轮运价备案制度。

　　根据《公告》，大陆方面增加烟台港蓬莱港区、深圳港大铲湾港区为两岸海运直航港口（港区）。至此，大陆方面共有72个直航港口（港区）。为共同保障两岸海上航行和人身、财产、环境安全，双方建立海上搜救联系机制，现阶段大陆方面指定中国海上搜救中心为两岸搜救联系窗口。

　　《公告》提出，进一步加大对未经批准擅自从事两岸运输、为不具备两岸运输资质的船舶提供船舶代理或港口装卸服务等违法行为的打击力度，对外国企业、经营组织和自然人非法从事两岸运输行为严肃查处。

　　自本《公告》发布之日起30日内，两岸集装箱班轮运输经营者要按规定程序向交通运输部报备出租、互换舱位情况。舱位发生变更的，需自变更之日起15日内向交通运输部报备变更情况。任何企业、组织和个人未经批准不得以租赁舱位等任何方式经营两岸集装箱班轮运输。

From the[announcement]Within 30 days from the date of release,The container liner transport operators are in accordance with the prescribed procedures traffic department of transportation to submit rent/Swap space situation.Space change,Need to change from within 15 days from the date of the traffic department of transportation submit changes.Any enterprise/Organization or individual without approval shall not lease space, such as any way the container liner transportation business.
