《国务院关于第六批取消和调整行政审批项目的决定》日前发布，决定取消和调整314项行政审批项目。“国内水运货运代理、船舶代理审批”等涉及交通运输领域的十多个行政审批项目取消。

　　此外，公安、海关、税务、卫生等部门实施的6项与交通运输行业相关的审批事项也被取消，包括：“出海船舶边防登记簿核发”、“合资船船员登陆证核发”、“航行港澳小型船舶查验簿核发”、“公共交通工具卫生许可”、“进出境运输工具改、兼营境内运输审批”、“公路货运业代开票纳税人认定”。

　　据悉，这次取消和调整的行政审批项目，主要集中在投资领域、社会事业项目、非行政许可审批项目三个领域。其中，投资领域，特别是对涉及实体经济、小微企业发展、民间投资等方面的审批项目进行了清理。例如，国家发改委将“扩建机场：总投资10亿元至20亿元的项目核准”的审批权限下放到国务院相关行业主管部门或省级人民政府投资主管部门，将“在沿海新建年吞吐能力200万吨至500万吨煤炭、铁矿石、原油专用泊位项目核准”的审批权限下放到省级人民政府投资主管部门。商务部将“外商投资道路旅客运输企业设立及变更审批”、“外商投资国际船舶运输企业设立及变更审批”、“外商投资国际船舶代理企业设立及变更审批”、“涉及国际快递业务的外商投资国际货物运输代理企业设立及变更审批”、“外商独资船务公司设立及变更审批”等涉及外商投资服务业领域的审批项目下放到省级人民政府商务行政部门。
