天然气汽车论坛把脉产业可持续发展--亲稳舆论引导监测室

  11月29日,由中国交通报社主办、昆仑能源有限公司协办的“2012中国天然气汽车发展论坛”在海南省海口市举办。本着“促进天然气汽车健康、可持续发展”的宗旨,来自道路运输、能源、公共事业、环保等部门和行业协会的专家、学者,与来自客货运输企业、天然气汽车整车制造企业以及发动机、气瓶、加气站等相关装备企业的代表,就中国天然气汽车产业现状、制约因素以及未来产业规划、技术创新等问题进行了广泛深入的探讨。

  截至2011年年底,我国汽车保有量已达8650万辆。目前,我国石油对外依存度已达56%,使用天然气这一清洁能源替代汽车燃油,可以优化能源结构,降低石油依存度,缓解我国原油资源紧张局面。据不完全统计,截至今年10月底,我国液化天然气(LNG)汽车保有量已增至7万辆,LNG加气站近500座。

  论坛充分肯定了发展天然气汽车的重要战略意义,认为可以进一步优化我国能源消费结构,有效降低碳排放,助力建设生态文明社会。论坛重点关注了LNG汽车在推广和使用中遇到的诸多问题。第一,加气站等硬件设施建设亟待加快、布局亟待优化。由于加气站建设相对滞后,局部地区出现“加气难”现象。天然气加气站今后能否纳入城市交通运输行业统一规划并优先发展,是影响该行业健康、可持续发展的重要因素。第二,天然气汽车在全国范围内的迅速发展,除了安全、清洁等因素外,主要依赖于天然气的低价优势,然而,经过几次天然气调价,低成本优势难以保持。同时,LNG汽车价格相对较高,影响了其推广应用。专家建议,参照新能源汽车优惠政策,并在燃油公交车改为LNG公交车后,继续享受燃油补贴。第三,LNG汽车能否实现规模化整车生产至关重要,必须加快解决市场准入以及行业管理标准化等问题。

  据悉,10月31日,国家发展与改革委员会发布《天然气利用政策》,将天然气汽车和天然气燃料船舶列入天然气利用的优先类发展序列。
