春运期间，乘坐长途客车出行的旅客有望实现夜间不停车等待，一站到达目的地。12月28日，经商公安部、国家安监总局，交通运输部印发《关于开展长途客运接驳运输试点工作的通知》（以下简称《通知》），要求明年1月20日起，在北京、上海、江苏、浙江、安徽等13个省（区、市）开展长途客运接驳运输试点工作。

　　《通知》明确，每个试点省份可选择不超过三家骨干客运企业作为试点。试点企业应当坚持公司化、集约化、规模化经营方向，对于已经在全国多个省份设立分支机构的集团化、网络化运营企业，优先安排；试点企业应当具有健全的安全生产管理体系和严格的安全生产管理制度，两年内未发生负同等以上责任的重特大道路交通事故，企业所属的长途客运车辆全部安装了符合标准的车辆卫星定位装置，并建有完善的动态监控机制和应急预案。严禁挂靠或融资经营的客车从事接驳运输。

　　《通知》要求，申请接驳运输试点的客运班线原则上应为主要在高速公路上运行的800公里以上的长途客运线路。试点期间，客运企业应充分考虑客运班线长度、驾驶时间、食宿条件等因素，按照23时至2时之间完成接驳来编排运输计划和设置合适的接驳点。接驳点应当设置在高速公路服务区或高速公路出口附近，应有固定场所，满足驾驶员食宿、车辆临时停靠等基本要求。
