在北斗二号卫星导航系统正式开通服务之际，1月14日，交通运输部召开电视电话会议，部署加快推进“重点运输过程监控管理服务示范系统工程”实施工作。该工程是北斗卫星导航系统专项启动的第一个民用示范工程，由交通运输部和中国人民解放军总装备部联合组织实施。

　　“重点运输过程监控管理服务示范系统工程”紧密结合北斗系统建设进程和道路运输行业实际需要，计划用2年时间，建设7个应用系统和一套支撑平台，安装8万台北斗终端，在江苏、安徽、河北、陕西、山东、湖南、宁夏、贵州、天津9个省区市示范应用。工程通过集中开发相关应用系统和组织安装北斗兼容的车载终端，促进北斗卫星导航系统在交通运输行业的广泛应用，大幅度提高道路运输行业应用卫星导航技术的能力和水平。

　　为确保按时完成终端安装任务，去年12月31日，交通运输部发出《关于加快推进“重点运输过程监控管理服务示范系统工程”实施工作的通知》，规定从今年1月1日起，各示范省份在用的“两客一危”车辆需要更新车载终端的，应安装北斗兼容车载终端；所有新进入运输市场的重型载货汽车和半挂牵引车应加装北斗兼容车载终端（相关规定详见本报1月4日1版）。
