2月27日至28日，交通运输部在江西南昌召开全国机动车驾驶培训工作会议，提出今后驾培行业发展的核心目标是培养安全驾驶、文明行车的高素质驾驶员。交通运输部副部长冯正霖、江西省副省长李贻煌出席会议。

　　冯正霖表示，今后一个时期机动车驾驶员培训工作要完成七项任务。第一，强化实施学员素质教育工程。尽快调整培训教学计划，改造教学场地及设施设备，加强素质教育和案例教育，落实实际道路驾驶训练内容和学时要求，让学员拿到驾驶证后真正能开车、会开车。第二，强化客货车辆驾驶员培训。加强对大中型客货车辆驾驶员的职业道德教育，引导建立集中的大中型客货车辆驾驶员培训基地，积极推进将大客车驾驶员培养纳入国家职业教育体系。第三，强化培训规模宏观调控。科学制定符合本地实际的行业发展规划，严格市场准入管理，建立市场投资预警机制，防止盲目投资导致培训市场发展失控过热。第四，强化培训市场政府监管。定期开展驾驶培训机构培训能力评估，并按照培训能力核定招生数量。第五，强化提升培训服务水平。完善服务质量信誉考核机制，继续开展创建文明诚信优质服务驾校、星级驾校等评优活动，积极推广“先学后付、计时收费”培训模式。第六，强化教练员队伍建设。交通运输部将利用三年时间专门组织实施“教练员素质提升工程”，对所有教练员进行培训、考试。各地要严格教练员的从业资格管理，提高教练员职业地位和从业准入门槛，逐步推进驾驶培训机构经理人资格制度和考试考核员选拔制度的实施。第七，强化科技创新和节能减排。各地要积极推广“互联网远程教学”、“情景模拟教学”等方式，引导驾驶培训机构采用科技手段。大力倡导绿色培训，引导驾驶培训机构注重培养学员节能驾驶技术，树立节能驾驶理念，养成节能驾驶习惯。
