5月16日至17日，交通运输部副部长冯正霖在浙江调研交通运输发展筹融资工作。调研期间，冯正霖与浙江省交通运输厅、省公路局、港航局，杭州等部分市交通运输局（委）的负责同志进行座谈，听取了省、市交通投资集团（公司）及部分公路、水运民营企业的意见，深入探讨创新交通运输发展筹资机制的思路和措施。

　　冯正霖强调指出，资金保障是交通运输发展的基础，也是当前制约交通运输发展的重大问题。各级交通运输部门要深刻认识交通运输发展的新阶段、新任务，深刻分析发展环境、发展条件发生的新变化，认真研究发展中面临的新问题，合理把握发展规模和速度，努力提高发展质量和效益。既要充分发挥好中央和地方两个积极性，进一步落实各级政府的投入责任，也要创造条件鼓励和引导民间资本投入交通运输发展。当前和今后一个时期，各级交通运输部门要认真总结分析现行筹资机制的成效和存在问题，在公共财政框架体系下，按照财力和事权相匹配的原则，处理好挖潜开源和引水修渠的关系。既要用足用好现有交通运输专项资金和政策，进一步完善燃油消费税交通专项资金征管机制，规范收费公路管理，也要创新体制机制和管理政策，科学界定政府融资平台的功能，探索以特许经营方式吸引和规范民间资本投资，努力构建“政府主导、各方参与”良性互动的交通运输发展筹资机制，更好地服务交通运输科学发展。

　　调研期间，冯正霖还考察了嘉绍大桥工程建设项目，查看了施工现场，对项目建设单位不赶工期、不超概算、技术创新的做法给予充分肯定。冯正霖叮嘱项目建设单位负责人，要加强项目管理，进度服从于质量，重点抓好项目收尾阶段安全管理；要重视新技术、新材料、新工艺的研究应用，在提高工程耐久性和可靠性上下功夫。
