　　我国是童书出版大国。面对如此海量的童书，给孩子选择好书，成为家庭和学校、家长和老师、专家和媒体关注的问题，制定一份权威的少儿馆藏基本目录成为一个凝聚图书馆人共识的急迫需求。文化部在其《关于进一步加强少年儿童图书馆建设工作的意见》中要求“国家图书馆应编制《少年儿童图书馆（室）基本藏书目录》，作为各级少年儿童图书馆文献入藏的参考”。于是，国家图书馆联合全国各地图书馆共同启动了少儿书目研制工作。经过出版社函调、学校走访、图书馆调研、书目征集、社会推荐、样书审读、书目遴选、儿童试读和社会公示等工作，最终完成了《目录》的研制。《目录》收录了新中国出版的少儿读物4913种，15105册/件，包含图书、期刊、报纸、电子出版物、音像制品、网络数据库等六种载体形式，涵盖了蒙、藏、维、哈、朝等十余种少数民族语言，还包含了一定数量的盲文图书和英文图书，具有较强的系统性、全面性和权威性。这是我国公共图书馆首个适用于全国少儿图书馆（室）的基本藏书目录。

　　我国是童书出版大国。新中国成立以来，我国出版的少儿读物近60万种。2011年，童书出版量接近4万种。面对如此海量的童书，给孩子选择好书，成为家庭和学校、家长和老师、专家和媒体关注的问题。

　　孩子稚嫩声音传达出的心声，让中国少年儿童新闻出版总社社长李学谦感受到了一个少儿出版人肩上的责任。他说：“一个出版社要生存、发展，需要出书，需要把书卖出去，需要把钱收回来。但是，如果仅仅是为了卖钱，为什么不能做别的事情，为什么要做出版呢，为什么一定要做少儿出版呢。我们认为，出孩子们喜欢的书，出能够在孩子成长过程中给他们留下记忆的书，出能够为孩子的精神世界发育打好底色的书，这才是少儿出版工作者应该选择的使命。”这一次，中少总社共有885种图书入选《目录》。李学谦说，这对我们来说，比获其他大奖也许更重要。一本书的出版，它不仅应该为当时的孩子所接受，而且还应为少儿文化建设，为文化的传承、积累做出贡献。能够有这么多书入选《目录》，对我们是一个很大的鼓舞、重要的鞭策。
