　　方案建议，对于一般省市，随迁子女在父母经常居住地接受完整的高中教育，至高中毕业有3年以上连续就学记录的，即可以在当地参加高考和录取。对于京沪等外来人口比较集中的地区，可以考虑增加一年与义务教育的衔接；随迁子女至高中毕业有连续4年以上就学记录的，即可在经常居住地参加高考和录取。初中毕业在中考前有连续一年就学记录的，即可在当地参加中考和录取。
