  而这一政策导致许多应届生感觉到不公平。钟君认为,公平需要辩证来看,从机会上来讲,可以报的岗位变少了,而且必须要有工作经验;但从实质公平上来讲是公平的。很多应届毕业生进入到工作岗位上不适合公务员的工作,给用人单位带来一些浪费,也给考生带来一些困扰。为了更好的解决这些问题,也为了实现我国人才使用的多层次、有梯度发展,从中央到各个用人单位,先进入事业单位,或者进入基层,再从这些部门再一步一步选拔公务员人才,对国家从人才发展的长远战略来说是非常公平的,对于那些有基层工作经历的人来说是公平的。
