北京众泽妇女法律中心此前申请教育部公开明确“什么是基于国家利益的考虑”？“少数学校的部分专业”是指哪些学校的哪些专业？

　　10月15日，教育部回复称：根据一些特殊行业职业特点和教育资源配置现实情况，在不违反《高等教育法》、《妇女权益保障法》原则的条件下，目前允许高校确定男女比例招生的特殊专业，包括以下三种类型：与特定职业要求紧密相关，且职业对男女比例有要求的专业，如军事、国防、公共安全类专业；从保护女性的角度，适当限制女性报考，如航海、采矿等专业；个别专业教育资源有限、招生数量有限，且社会需求有一定的性别均衡要求的专业，如果不限制男女比例，则可能产生严重的男女比例失衡，会实质上影响教育的效果和社会效益，有的还会影响国家相关部门的需要，包括：部分非通用语种专业、播音主持专业等。

　　北京众泽妇女法律中心认为，教育部针对问题作出了一定的回复，相比之前的回复有进步，值得肯定；但教育部未列明其批准的高校，只说可以从网站查阅，那是否可以理解为该网站上公布的所有包含性别限制的招生简章都是教育部批准的？如果是，那批准的依据到底什么呢？如果不能给公众一个合理的答复，那该批准本身就是违法的。如果没有让公众信服的理由，单方针对女性提高入学门槛则构成性别歧视；而教育部却未意识到该问题中突显的性别歧视的本质，中心决定本周内针对该回复给教育部发一封建议信。
