张敏强指出，目前国内高校分为国立、省立、市立、民办等多层次，这涉及最主要的问题就是经费。虽然部属院校仍属国立，享受国家拨款，但所在地政府对他们潜在的支持也不少，比如说用地、周边的设施、环境、治安维护等，都是要当地政府投入。有些省份教对高校的拨款甚至要超过教育部，比如说中山大学，所以这些高校或多或少都要为当地提供更多的招生计划。
