《上海市居住证管理办法(草案)》征求意见稿中规定，在上海有合法稳定职业和合法稳定住所，参加上海市社会保险，且积分达到规定分值的境内来沪人员，可以申请办理《居住证》A证，积分未达到规定分值的人员可以申请办理《居住证》C证。此外，投靠具有上海户籍的配偶、子女或者父母的境内来沪人员，就读于上海大、中专院校且常住户口未迁入的境内来沪人员，以及来上海接受非学历教育等需在上海居住6个月以上的境内来沪人员，可以申请办理《居住证》T证。
