日前，我省发布了《河南省幼儿园办园基本标准(试行)》(以下简称《标准》)，对幼儿园规模、园舍设施、教职工配备等方面作了详细规定，原则上城镇每1万人、农村平原地区每3000—6000人设置1所幼儿园。

　　《标准》是由省教育厅、省发展改革委等10部门共同制定完成，包括总则、设置与规划、建设标准、设施设备配备标准、教职工配备要求、经费保障六个方面内容。

　　《标准》指出，原则上城镇每1万人、农村平原地区每3000—6000人设置1所幼儿园。新建5000人口以上小区应配套建设1所幼儿园。幼儿园规模一般以6—18个班为宜，农村地区可设3个班的幼儿园。农村幼儿园生均建筑面积在6—9平方米左右；城市幼儿园6班(180人)、9班(270人)、12班(360人)生均园舍建筑面积定额分别为9.9平方米、9.2平方米、8.8平方米，有条件的乡镇幼儿园可参照执行。幼儿园活动室使用面积应不低于45平方米，寝教合一的应按两者面积之和的80%计算。

　　在教职工配备方面，幼儿园应依据有关规定，配备园长、专任教师、保育员、专(兼)职保健员、财会人员、专(兼)职安保人员等各类工作人员，满足幼儿园保教工作需要。园长及专任教师必须具备国家规定的合格学历和教师资格；园长须经过岗位培训，持证上岗；保育员应具有初中毕业以上学历，普通话水平达到二级乙等以上，并受过幼儿保育职业培训；其他工作人员按有关规定取得相应任职资格。

　　在室外设施配备方面，《标准》要求，幼儿园室外活动场地应设置活动器械以及玩水池、玩沙池、种植园地、饲养区等场地所需设施。沙池深为0.3—0.5米,蓄水深度不超过0.3米,面积大小与办园规模相适应,池中沙(不得使用工业用沙)、水应保持清洁卫生。活动器械包括具有攀、爬、滑、钻、荡、平衡、投掷等功能的运动器械,3岁以下儿童以配备单一功能运动器械为主。禁止使用全封闭的滑梯和通道。运动器械上的装饰物不能遮挡教师和儿童的视线。室外活动场地应具有良好的排水系统。 (记者 黄亮）
