本报北京1月10日讯（记者 焦新）今天，教育部、全国妇联、中央综治办、共青团中央和中国关工委联合下发《关于加强义务教育阶段农村留守儿童关爱和教育工作的意见》。根据意见，留守儿童在基础设施、营养改善和交通需求方面将享受“三个优先”待遇。

　　意见规定，要通过科学规划建设农村寄宿制学校，优先满足留守儿童寄宿需求，确保每名寄宿生有一个标准床位；在国家组织实施的农村义务教育学生营养改善计划和地方组织实施的营养改善项目地区，要建立留守儿童用餐登记台账和营养状况档案，优先保障留守儿童用餐需求；要充分考虑留守儿童数量和分布状况等因素，合理设置学校或教学点，优先保障留守儿童能够就近走读入学，对于公共交通难以满足的地区，要创造条件提供校车服务，保障留守儿童优先乘坐。

　　意见提出，要全面建立留守儿童档案，将父母外出务工情况和监护人变化情况逐一进行登记并及时更新；认真选择有意愿、负责任的家庭，采取全托管或半托管的形式照料留守儿童。还将建立16岁以下学龄留守儿童登记制度，以保证将其纳入教育等基本公共服务体系。
