安徽省2011年起将合肥为试点，确立了普惠性学前教育“三种形式”。一是坚持“公办园为骨干”，城市小区幼儿园建设由政府统筹，建成验收合格后移交区教育部门，列入国有资产管理；二是“财政补贴民办园建设”；三种是“财政补贴普惠园”，统一建立普惠性幼儿园标准，设置政府最高指导价，以降低幼儿园收费标准，对普惠园予以财政补贴。
