张露萍，1921年出生于四川省崇庆县(今崇州市)。1937年11月，张露萍奔赴延安，先后毕业于陕北公学和抗日军政大学。 1939年10月，张露萍受党派遣回四川工作，秘密打入重庆国民党军统局电讯处及电讯总台，担任党在军统局的地下党支部书记。
