安全、经费、管理是当前制约学校体育场馆向社会开放的几大因素，针对这些难题，安徽省马鞍山市副市长王晓焱介绍了当地的一些经验。

　　马鞍山市在2007年初就组织调研，确定了先试点再推开、边开放边完善的思路。到2010年暑假，市区76所学校体育场馆全面向社会开放。市政府每年安排15万元为开放学校的体育场地设施购买公众责任险，同时对开放场馆的学校予以经费支持。市教育局和体育局都采取明察暗访的形式进行考核评估。此外，该市还明确了学校体育场馆开放的时间、范围，建立了社区居民健身卡制度。（记者 薛原）
