向惠玲调研发现，在西部广大地区，幼儿教育的发展与人民群众的需求还存在较大差距。“以广西为例，广西乡镇中心幼儿园建园率仅占全区1126个乡镇的19%，一些农村幼儿园建设起点低、规模小，有的幼儿园不过两三个班，有的则仅能满足学前一年的需求，很多幼儿园户外场地狭小，体育活动材料缺乏，保育、教育设施、设备不达标，人员配备不足。”

　　她建议，按“一镇一园”的建设要求，每个乡镇至少建成一所独立建制的公办中心幼儿园；设立发展农村幼儿教育专项经费，促进农村幼儿教育发展；对社会力量办的幼儿园实施规范化建设，建立“以奖代补”的激励机制，以“政府购买服务”方式支持社会力量办园发展；对社会力量办园的企业或个人，政府部门要在园务管理和教学上进行专业性指导，对农村幼儿教师、幼儿园园长进行有针对性的培训。
