　　规划要求，要按照“地方政府负总责，监管部门各负其责，企业是第一责任人”的要求，全面落实药品安全责任。强化药品研制、生产、流通和使用全过程质量监管，严厉打击制售假冒伪劣药品行为。实施国家药品标准提高行动计划，全面提高仿制药质量。健全药品检验检测体系，提高检验检测能力。加强基层药品不良反应监测，强化对药品不良反应和医疗器械不良事件的评价和预警。完善药品安全应急处置体系，提高应急处置能力和水平。加强技术审评、检查认证、监测预警等基础设施建设，配置快速检验设备，加快推进药品快速检验技术在基层应用。推进国家药品电子监管体系建设，完善覆盖全品种、全过程、可追溯的药品电子监管体系。推动执业药师队伍发展，加大执业药师配备使用力度，到2015年，所有零售药店和医院药房营业时有执业药师指导合理用药。规范药品流通秩序，完善以政府为主导的省级网上药品集中采购办法，加强集中采购和配送工作监督管理，进一步规范采购行为，将高值医用器械、耗材纳入集中采购范围。
