　　“十一五”期间，我国卫生工作取得重大进展，《卫生事业发展“十一五”规划纲要》确定的主要目标和任务全面完成。“十一五”末期，人均预期寿命提高到74.83岁，孕产妇死亡率下降到30.0/10万，婴儿死亡率下降到13.1‰，5岁以下儿童死亡率下降到16.4‰，人民群众健康水平明显提高，主要健康指标总体位居发展中国家前列，卫生工作在促进社会和谐稳定方面发挥了重要作用。同时，卫生事业要实现科学发展还面临很多困难。卫生资源配置、卫生服务利用、居民健康水平还存在显著的城乡、地区和人群间差异，卫生投入仍然不足，医疗卫生事业发展总体上滞后于社会经济发展。在卫生发展的内部结构和发展方式上，不同程度地存在重治疗、轻预防，重规模发展和基础设施建设、轻精细化管理和机制转换，重技术服务、轻人文建设等问题。

　　“十二五”时期是我国卫生事业改革发展的关键时期。2012年10月，国务院印发了《卫生事业发展“十二五”规划》(以下简称《规划》)。《规划》是“十二五”期间我国卫生事业发展的纲领性文件，是政府履行卫生规划、服务、监管等方面职责的重要依据。全国卫生系统要以党的十八大精神为指导，遵循以人为本、以健康为本的科学发展理念，围绕人民群众反映强烈的看病就医问题，调整发展思路，改革体制机制，不断探索中国特色卫生发展道路，落实好《规划》各项工作，努力提高人民健康水平，为全面建成小康社会奠定坚实基础。
