日前，交通运输部印发《公路水运工程施工企业项目负责人施工现场带班生产制度（暂行）》（简称《制度》），要求公路水运工程施工合同段项目经理部根据项目施工特点，建立项目负责人施工现场轮流带班生产制度，明确工作内容、职责权限、人员安排和考核奖惩，制定月度带班生产计划，并将制度执行情况纳入对施工企业的信用评价范围。

　　《制度》要求，公路水运工程施工期间，项目负责人必须在施工现场轮流带班生产，项目经理部驻地应立牌公告每日带班生产的项目负责人姓名及其联系方式、监督电话等信息。带班生产时，项目负责人应检查本合同段安全生产条件、施工组织设计或专项施工方案中安全措施的落实情况，加强对重点部位、关键环节的施工指导并及时制止“三违”行为，及时发现、报告并组织消除事故隐患和险情，填写带班生产工作日志并签字归档备查。
