12月3日，浙江省政府在杭州组织召开全省11个市级邮政管理局成立大会。交通运输部副部长冯正霖，部党组成员、国家邮政局局长马军胜和浙江省副省长王建满共同为浙江市级邮政管理局揭牌。此前，全国其他地区省级以下邮政监管机构陆续成立，全国省级以下邮政监管机构组建工作基本完成。
