　　《意见》提出，严格安全生产准入条件，严禁非法改装车辆和“三无”船舶进入市场。严格工程建设项目管理，达不到安全生产条件的企业不得进入交通运输工程建设市场。严格执行从业人员资格证制度，从事客运、危险化学品运输、特种设备操作等重点岗位的人员必须持证上岗。

　　《意见》要求，严格执行“三不进站、六不出站”安全管理规定；推进“安全带—生命带”工程；积极推行长途客运车辆凌晨2时至5时停止运行或实行接驳运输，达不到安全通行条件的三级以下山区公路严禁营运客车夜间通行；深入开展琼州海峡、渤海湾、三峡库区等区域客滚运输安全专项整治；禁止通过内河封闭水域运输剧毒化学品和国家规定禁止通过内河运输的其他危险化学品。
