《通知》指出,高中资助卡是使用专用发卡银行标识代码、面向享受国家助学金政策待遇的普通高中学生发行的、用于国家助学金发放的借记卡,卡面式样统一设计,印有“普通高中学生资助卡”字样。为体现国家对家庭经济困难学生的关怀,《通知》要求发卡行免收开卡手续(工本)费、三年内享受免年费和小额账户管理费,免费提供助学金入账短信通知服务。高中资助卡项目于2012年秋季学期起,从入学新生开始实施。
