  “实施名校长名师培养工程,加强名校长名师培养基地建设”(以下简称“双名培养工程”)列为上海教育“十一五”师资规划的重要行动计划之一。为实现这一目标,上海市教委于2004年出台《上海市普教系统名校长名师培养工程实施意见》,2005年推出《上海市普教系统名校长名师培养工程实施方案》,在上海市科教党委和市教委领导下,成立了“上海市普教系统名校长名师培养工程”领导小组,下设办公室(以下简称“培养办”),办公室设在市教委人事处,由相关部门联合组成,这在组织和制度上保障了“双名培养工程”的稳步开展。“培养办”下设名校长名师顾问组、专家组、项目管理组、名师培训组、名校长培训组和区县中心组。纵向实行市、区县培养责任制。横向实行项目负责制。顾问组建言献策,专家组指导策划,项目组搭建平台,培训组组织管理。依托教师教育资源联盟,探索优秀教师、校长的多种培养模式,采取集中培训、学历提升、双导师制、基地校挂职、课题资助、成果出版、教学展示、教育论坛、组团出国考察等一系列举措,培养一批有国际视野的专家型教育工作者。目标是通过不懈努力,力争3~5年内培养出一批在上海和全国有知名度的教师和校长,5~10年内涌现

  要成为名校长、名教师,学员首先应对学校教育教学实践问题有着自己的思考与理解,他们与理论工作者不同的是,要把教育实践问题的解决放在重中之重,形成的相关论著要对其他教育同行实践提供指导与帮助。校长基地每周三或周四安排半天乃至一天的时间,深入学员所在的学校考察,先由学员介绍自己学校发展的亮点及遇到的问题,主持人与基地的同学一起协助他找问题,找突破口,找解决的方案,不说“客套话”,鼓励思想的交锋,聚焦于办学水平的实训,让考察的与被考察的“双方”均有收获。如上海中学基地的学员(嘉定普通小学校长)汤雁在介绍了自己在学校进行“智慧育人”的探索后,基地的学员与她一起深入交流了育智慧之生、树智慧之师、创智慧之校等问题,不仅汤校长“智慧育人”的思路拓展了,而且其他校长也获得了一种启迪,那就是学校应思考怎样让学生智慧地学习。闸北八中基地以项目驱动,研究流程管理、指导学员撰写案例、推广“教学电子平台”培养合格教师的经验。在一年里,名校长基地学员共深入考察了学员所在学校90余所。学员们认为,过去各区域之间的学校很少交流,学校间的发展信息相对封闭,即使有交流,也难以像现在这样“亮出庐山真面目”。现在则不同,大家的身份是“同学”,无论是提问题,还是展特色,都重在求发展、求突破,不会顾忌“面子”,既能找到“真问题”,也能对各区域的教育优势有所把握,从而激发学校实践创新的灵感。更为重要的是,这些学员在相互考察之后,还延伸了进一步交流与合作的想法、举动,甚至建议成立"协作共同体"。这可以说是培训的“意外收获”。如今,有的学员所在的学校已经建立起姊妹校关系,互派教师交流。
