　　2006年，人力资源社会保障部联合中组部、教育部、财政部、农业部、卫生部、国务院扶贫办、共青团中央等部门共同组织实施了“三支一扶”计划，用5年时间，每年选派一部分高校毕业生到农村基层从事2至3年的支教、支农、支医和扶贫服务。
