国务院9月23日颁布了《国务院关于第六批取消和调整行政审批项目的决定》(国发〔2012〕52号)，“中小学国家课程教材编写核准”是国务院决定取消的行政审批项目之一。今后编写中小学国家课程教材不再需要向教育行政部门申请编写立项。

　　我国对现行中小学教科书的管理分为两个环节，一是编写核准，二是审定。此次国务院取消的是教材编写核准环节，审定环节并未取消。《义务教育法》规定，国家实行教科书审定制度。凡进入中小学校的国家课程教科书，仍必须经过国家审定。教育部将进一步完善教材审定办法，对教材编写人员的资质以及送审教材应具备的条件提出明确要求，以切实保证教材质量。
