2012年10月25日，由中国青基会小天使行动基金、秦皇岛市教育局共同主办，启行营地发展中心承办的第三届中学校长公益论坛，在秦皇岛•歌华营地体验中心正式拉开帷幕。本届论坛的主题是“服务学习与青少年发展”。来自全国50多所中小学的校长、15家专注教育工作的非政府组织及16家海内外媒体，以融入多方视角对服务学习及青少年发展进行深度研讨。

　　“社会实践”、“社区服务”在我国中学教育及青少年发展规划中是常被提及的词汇，也更为我们所熟知。而“服务学习”是一个与以上概念既相互关联，又有所区别的教育方法和教育理念。服务学习在引导学生开展服务活动同时，更加注重学术知识和技能的运用、系统解决问题能力的习得、调研与反思环节的作用、人文关怀与社会责任的培养。

　　在论坛开幕式上，世界联合学院中国国家理事会理事长华晓航女士分享了她在服务学习方面的见解，以及服务在培养全方位发展人才方面的巨大作用。来自香港岭南大学服务研习处的马学嘉博士详细介绍了服务学习的理论框架，以及服务学习如何为学生带来性格、价值观及人生志向方面的改变。在第二天的论坛中，会有青年服务领袖们做“青年行动•青年声音”的主题演讲，杭州中策职业学校“绿之翼”项目参与者沈余煜佳，广州青草机构创办人王向，TopU创始人及教师聂爱军将分别从中学生参与、服务学习推动与服务学习带给青少年的影响等维度分享不同的服务学习案例，让与会者看到不同的可能性。
