本报北京10月27日电（记者 杜冰）日前，由教育部职业技术教育中心研究所组织有关专家，历时半年编写的《中国特色职业教育发展之路中国职业教育发展报告（2002—2012）》（以下简称《报告》）在京发布。

　　十年间，职业教育在服务中求发展，取得了五大辉煌成就：一是建立了世界上最大规模的职业教育体系。2011年，我国中等和高等职业学校在校生总数超过3000万人，依托学校和教育机构开展的各类培训有6000多万人次；二是形成了基本完善的职业教育法律制度体系。基本形成了以《职业教育法》为基础，《教育法》《劳动法》等相关法律为补充，行政法规、地方法规为配套的职业教育法律制度体系；三是探索了灵活多样的职业教育办学模式。对行业企业办学、集团化办学、行业与学校对话协作等灵活多样的职业教育办学模式进行了探索；四是确立了覆盖广泛的职业教育学生资助体系；五是走出了一条中国特色的职业教育发展道路。同时，职业教育在推进经济发展、社会进步，实现社会公平，传承民族文化等方面作出了巨大贡献。

　　《报告》在肯定职业教育发展成就的同时，也正视职业教育存在的问题：政府职责履行不到位、政策落实机制不健全；行业企业参与职业教育的积极性没有调动起来，校企合作缺乏长效机制；职业教育自身吸引力仍有待加强等。《报告》还指出了职业教育面临的诸多挑战，如经济发展方式转变对职业教育提出了新的更高的要求、绿色经济引发的技术变革和职业变革对职业教育的影响等。
